E-Rate audit records: what to keep for 10 years
E-Rate rules require schools, libraries and their providers to keep the paperwork that proves every funded purchase was done by the rules. If the records are missing when a reviewer or auditor asks, the funding can be taken back. Here is what to keep and how we help you keep it organized.
The short answer
- Keep every E-Rate record for at least 10 years after the later of the last day of the funding year or the service delivery deadline.
- Equipment bought with E-Rate (Wi-Fi, switches, firewalls) needs an inventory showing where it is, kept for 10 years after purchase.
- Records cover the whole process: bidding, contracts, forms, invoices, delivery, CIPA proof and how your discount was figured.
- Reviews happen before funding (PIA and Selective Review) and audits can come years later (USAC audits and payment reviews).
- We keep the technical records for the work we do, build the binder with you and help answer the questions.
What to keep
| Stage | Records |
|---|---|
| Bidding | FCC Form 470, any RFP, all bids received, questions and answers, the bid evaluation sheet showing price weighted most, and why you chose the winner |
| Contracts | Signed contracts or agreements, dated before the Form 471 was filed |
| Applying | Form 471, discount calculation proof (school lunch or CEP data), PIA questions and your answers |
| Starting service | Form 486 and CIPA proof (policy, public notice, meeting minutes, filter records) |
| Delivery | Packing slips, installation records, sign offs and photos showing what was installed and where |
| Payment | Invoices, Form 472 or 474 invoicing records, and proof you paid your share |
| Equipment | Asset inventory with make, model, serial number and location, plus records of any moves or disposals |
The reviews and audits
Common audit findings
- Missing bid evaluation, or price was not the most heavily weighted factor.
- Contract signed after the Form 471 was filed, or not signed at all.
- Equipment that cannot be found, or was moved without a record.
- No proof the school paid its share of the cost.
- CIPA records missing, especially public meeting minutes. See CIPA for E-Rate.
- Records kept by one person who left, with no copies.

Questions people ask
Can records be digital?
Yes. Electronic copies are accepted. Keep them backed up and organized so they can be produced quickly.
What if we already lost some records?
Gather what still exists now: vendor copies of invoices, emails, the forms in the E-Rate Productivity Center, and a fresh inventory of installed equipment. A partial binder is far better than none.
Can we throw away old equipment bought with E-Rate?
Funded equipment has rules on transfer and disposal. Record any move or disposal and check the current USAC guidance first.
Do you file our E-Rate forms?
Your school or your E-Rate consultant files the forms. We handle the technical side and the records that prove the work was done.
