PARISHES, CATHOLIC SCHOOLS AND RELIGIOUS EDUCATION
Protecting children now includes protecting the network.

Technology and safe environment for parishes, Catholic schools and religious education programs

Parishes and schools already work hard on safe environment training and background checks. The same responsibility now reaches the Wi-Fi, the parish hall computers, email with minors and the records you keep on families and donors.

The short version

  • The USCCB Charter for the Protection of Children and Young People, first adopted in 2002, requires every diocese to maintain safe environment programs.
  • Many dioceses, including the Diocese of San Diego, publish policies on electronic communication with minors that employees and volunteers must follow.
  • In California, clergy, teachers and many school staff are mandated reporters under Penal Code 11165.7, and employers must give them the required statement.
  • Schools that take E-Rate discounts must meet CIPA filtering rules. Many parochial schools are not covered by FERPA but follow it as best practice.
  • Filtered, separated Wi-Fi with logs protects children, staff and the parish, and supports what your diocese already requires.

Safe environment is a technology question now

Article 12 of the USCCB Charter calls on dioceses to maintain safe environment programs, and diocesan policies apply to clergy, employees and volunteers who serve in parishes and schools. Most of those policies now include technology standards, often adapted from the National Federation for Catholic Youth Ministry recommendations, covering texting, social media, email and video with minors.

What the network should do

  • Separate Wi-Fi for staff, students, ministry volunteers and guests in the parish hall
  • Content filtering on every network children can reach, with SafeSearch enforced
  • Logs and reports that show what was blocked, when and on which device
  • Parish and school office computers kept off the guest network
  • Sacramental, student, family and donor records protected with backups and multi-factor sign-in

Mandated reporting in California

California's Child Abuse and Neglect Reporting Act names clergy members, teachers, instructional aides and many other school and youth workers as mandated reporters. Employers must provide those employees the statement required by Penal Code 11166.5, and the Archdiocese of Los Angeles, for example, has new employees and clergy sign an acknowledgement. Volunteers are generally not mandated reporters but are encouraged to be trained. If anything concerning is ever found on a parish or school device, preserve it and follow your diocese's reporting procedure and the law; do not investigate it yourself.

Student and family data

FERPA applies to schools that receive U.S. Department of Education program funds, and parochial elementary and secondary schools generally do not, so many are not legally covered. Following FERPA's privacy practices is still the standard families expect. California's SOPIPA limits how online services used for K-12 students may use student data, so vet the apps and platforms your school adopts.

Parishes are businesses too

Parishes and schools hold donor records, tuition payments and employee files, so California's 30 day breach notice law applies to them like any other organization. Online giving and tuition card payments bring PCI DSS. Staff with 5 or more employees must complete California harassment prevention training. See data breach reporting and PCI compliance.

Work with your diocese

Your diocesan safe environment office and IT policies come first. We set up the technology to support those policies and give you the reports your pastor, principal and diocese ask for. We recently completed this work for a private school in the Inland Empire.
